About The ARLINE Initiative

The ARLINE Initiative carries both a mission and a legacy.

ARLINE stands for Alliance for Reentry, Learning, Inclusion, Navigation, and Empowerment. The organization was created to support justice-impacted individuals, youth, and families through advocacy, education, resource navigation, empowerment, and community support.


The name Arline honors Theresa Arline Davis, the founder’s grandmother, who was a pillar, pioneer, and matriarch within her family. During seasons when the founder’s family was impacted by the justice system, Theresa Arline Davis represented strength, stability, love, and support.


Her compassion and resilience inspired the creation of The Arline Initiative and its mission to create pathways of hope, healing, and opportunity for individuals and families navigating the effects of incarceration and reentry.


We believe justice system involvement impacts more than one individual — it impacts families, children, communities, and generations. Through advocacy, outreach, and community support, The ARLINE Initiative seeks to help strengthen communities and empower individuals beyond their circumstances

Board of Directors

Jasmine Davis, LMSW - Founder, Chief Executive Officer

Jasmine Davis is the founder and Chief Executive Officer of The ARLINE Initiative, a nonprofit organization dedicated to supporting justice-impacted youth, families, and communities through advocacy, empowerment, and community support. Having personally experienced the impact of parental incarceration, Jasmine understands the emotional and generational effects the justice system can have on children and families. Throughout her journey, the support of her grandmother, family, schools, mentors, and community played an instrumental role in her growth and resilience.


The organization was founded in honor of Jasmine’s late grandmother, Theresa Arline Davis, whose strength, compassion, and unwavering support helped sustain their family during difficult seasons. Through The ARLINE Initiative, Jasmine hopes to continue that legacy by creating pathways of hope, healing, support, and opportunity for individuals and families navigating similar experiences.


Jasmine is a Licensed Master Social Worker and therapist at Inspired Practice LLC under the supervision of Dr. Jennifer Vasquez, LCSW-S. She earned her Master of Social Work degree from The University of Texas at Arlington, where she is currently pursuing her doctoral degree in the School of Social Work. Jasmine also earned Bachelor of Science degrees in Psychology and Justice Administration from Wayland Baptist University. She is passionate about advocacy, mental health, education, and strengthening communities through compassionate service and empowerment.


Desarae’ Middleton

Desarae Middleton is a senior at Texas State University, where she  earned a Bachelor's degree in Psychology. She currently serves as a first-grade teacher and is committed to fostering a safe, supportive, and engaging learning environment that promotes both academic success and social-emotional growth. She plans to further her education by pursuing a career as a school counselor, where she hopes to continue advocating for children and families.

As a former teen parent, Desarae brings valuable lived experience and a deep passion for supporting young people and families facing adversity. She is dedicated to reducing the stigma surrounding teen parenthood and believes every individual deserves access to encouragement, resources, and opportunities to succeed.

As a member of the Board of Directors for The ARLINE Initiative, Desarae is honored to support the organization's mission of empowering youth, strengthening families, and creating positive change within the community. She is committed to using her professional experience, education, and personal journey to help advance initiatives that foster hope, resilience, and lasting impact.

Anissa Stovall, MSIS

My name is Anissa Stovall, and I am the proud founder of Jordan’s Safe Place, a nonprofit organization created in loving memory of my son, Jordan. After experiencing the unimaginable loss of my child, I made the decision to turn my pain into purpose by creating a place where others can find hope, healing, and support.


I believe that no one should have to face life’s challenges alone. Through Jordan’s Safe Place, I am committed to raising awareness about mental health, supporting families in need, empowering youth, and building stronger communities through compassion and connection. Whether we’re providing school supplies, hosting community events, recognizing local leaders, or creating opportunities for meaningful conversations about mental wellness, every effort is rooted in love and the belief that one act of kindness can change a life.

Professionally, I serve as a Compliance Manager for low-income housing. Where  I work to help ensure families have access to safe and affordable housing. In every role I serve, my mission remains the same: to uplift others, honor Jordan’s legacy, and remind people that even in life’s darkest moments, hope can still shine.


My greatest desire is for Jordan’s Safe Place to be more than an organization—it is a promise that Jordan’s life will continue to inspire love, healing, and positive change for generations to come.

Lindsey Martinez

Lindsey Martinez is a first-generation college student with a passion for serving others and 

Supporting stronger, healthier communities. Her background includes trauma-informed advocacy and crisis intervention, where she had the opportunity to support individuals and families through difficult circumstances.

Giving back has been an important part of Lindsey’s life for many years through volunteer work, community service, and advocacy. She believes that lasting change happens when people are met with compassion, practical support, and opportunities to move forward. 

Having experienced firsthand the impact that incarceration and other family challenges can have, Lindsey brings both professional experience and personal understanding to her work. She is passionate about helping individuals and families navigate challenges with dignity, hope, and a strong support system.
